可能再加息一次 债市最困难的时候即将彻底过去

    8月21日，中国人民银行宣布为了抑制信贷过快增长和稳定物价，8月22号起上调存款基准利率27基点，上贷款利率18基点，住房公积金贷款上调9基点。我们认为，央行此次加息主要是针对贷款增长过快和CPI偏高，总体而言并不出乎我们的预料。

    从7月份贷款的数据来看，单月增长的数度加快，同比增长在50%左右，主要表现在居民的中长期贷款有较大幅度的增长，同时工业贷款相对比去年减少的幅度也在收窄。贷款增速的加快导致了8月份M2的同比增长高于市场预期，没有达到管理层降低信贷增长速度和固定资产投资增长速度的要求。

    央行在上周刚定向发行了1000亿左右的定向票据，这周又加息，这表明央行对控制信贷的决心和力度，我们预计如果在随后的几个月信贷仍然得不到很好控制的话，不排除会出台更严厉的政策。

    CPI高企也是此次央行加息的一个重要依据。我们回顾一下今年央行这4次加息的过程，可以看出，央行1年期定存的利率基本上还是维持在正利率的区间，因此如果今年CPI继续走高，不排除央行进一步加息的可能性。

    对于CPI我们仍然维持此前的判断，7、8、9将形成高点，此后将快速回落，全年3.9%。因此我们认为下半年可能会再加一次息，但是随着CPI的快速回落，以及信贷的增速得到有效的控制，今年债券市场最困难的时候即将过去。
