调控力度加大 市场压力上升

    发行定向央票的同时宣布存款准备金再上调，彰显央行流动性调控力度加大。

    ———银行体系货币流动性将趋紧，货币供应受到有效控制。8月以来央行调控流动性力度有所加大，对银行体系及整个货币供应的影响势必将日趋明显。

    ———后续流动性调控力度继续加大，短期内或可能再次提高存贷款利率。由于对外贸易顺差继续高位，央票到期规模也在增加，预计后续央行调控流动性力度将继续加大，市场流动性或可能进一步趋紧。流动性调控的具体手段进一步多样化。央行获得特别国债后正回购以及逐步卖出特别国债回笼货币有效性将增强；央行和银监会还会逐步加强实施窗口指导来行政性控制银行信贷增长；9月份或有部分特别国债直接向市场发行；年内存款准备金率可能再次上调。此外，之前四次千亿元定向央票发行后不久央行即提高存贷款利率，紧随数量政策后搭配实施价格政策，政策有效性也在增强。在物价继续上涨、信贷投资增长依然较快的情况下，此次大规模发行定向央票后，预计9月底10月初央行或可能再次提高存贷款利率。

    ———债券市场反弹再次受到打压。此次准备金率上调紧接在定向央票之后，对于债券市场资金面带来较大影响，尤其是加息预期增强，加上还未被央行大规模使用的特别国债，市场心理压力加大，反弹再次受到打压。本月央票到期量4370亿元，而目前通过公开市场操作、定向央票、提高存款准备金率已回笼资金4100 亿元左右。
