中国人民银行公告:关于资产支持证券质押式回购交易

    根据《全国银行间债券市场债券交易管理办法》等有关规定，现就资产支持证券在全国银行间债券市场进行质押式回购交易的有关事项公告如下：

    一、经中国人民银行批准在全国银行间债券市场交易流通的资产支持证券可用于质押式回购交易。

    二、银行间债券市场参与者在从事资产支持证券质押式回购业务时，应严格遵守中国人民银行关于质押式回购的有关规定，建立健全内控机制，切实加强内部风险管理，对资产支持证券的风险收益特征进行独立、谨慎的识别与评估。

    三、正回购方所出质的资产支持证券(简称质押券)应当足额。如果回购期间出现质押券不足额情况，逆回购方可要求正回购方追加或置换质押券。

    如果正回购方未能在本金兑付日前追加或置换质押券，逆回购方可要求代理兑付机构扣留质押券应兑付的本金。

    四、本公告未尽事宜遵照中国人民银行关于质押式回购的有关规定执行。

    全国银行间同业拆借中心和中央国债登记结算有限责任公司应根据本公告分别制定资产支持证券质押式回购交易规则和、结算规则，以及质押券追加和置换操作细则，报中国人民银行备案后实施。
