应允许地方发行地方债

    在昨天举行的财政现状与改革方向论坛上，国务院发展研究中心宏观经济研究部副部长魏加宁提出，“应修改《预算法》，允许地方政府发行地方债，并可选择财政规范的地方率先试点”。

    魏加宁说，《预算法》第28条规定，除法律和国务院另有规定外，地方政府不得发行地方政府债券。目前，在财政转移支付不到位，自身又不能够增税的情况下，地方政府缺乏必要的融资渠道，违规批地的现象屡见不鲜，推高了房价，还导致中央宏观调控政策难以见效。因此魏加宁建议，允许发行地方债，同时这样也利于防范减少金融风险。

    魏加宁还介绍说，曾有财政部官员提及过地方政府发行地方债的问题，而发改委也已经着手研究在沿海地区展开地方债试点。
