财政部部长谢旭人:力促国债市场化改革

    财政部部长谢旭人近日表示，在深化税制改革的同时，我国将围绕基本公共服务均等化和主体供能区建设，进一步深化预算制度改革，强化财政预算管理。

    根据部署，我国还将深化非税收入收缴管理制度改革，进一步推进政府采购制度改革,开展全国政府采购执行情况大检查，规范采购行为。积极推进国债市场化改革，健全国债余额管理制度。组织中央本级试行国有资本经营预算制度，制定和完善有关办法，地方也要结合实际积极试行。研究建立规范的社会保险基金预算制度。

    此外，我国还要逐步将所有预算外资金纳入预算管理，建立综合财政预算。加强预算管理，预算编制做到科学合理、程序规范,提高预算执行的效率和均衡性。建立健全预算执行分析报告和监督考评机制。
