市场消息称 国债预发行制度或年中推出

    昨日，有市场消息称，酝酿多时的国债预发行制度可能于今年6、7月推出。国债预发行是指银行间债券市场投资者以即将发行的国债为标的进行的远期交易，其有助于降低国债承销团成员的价格风险,也可以使发行人提前了解其发行成本。该制度将有效提高一、二级市场衔接程度，活跃国债二级市场。

    国债预发行制度早在2005年就受到了业内的关注。2005年底，央行发布《全国银行间债券市场债券远期交易管理规定》，就债券预发行的有关条件、信息披露和风险控制等管理制度向机构征求意见。此后，市场曾多次传出预发行制度将实施的消息，不过目前国债预发行制度仍未正式推出。

    消息还称，国债预发行制度将待发行结算新系统上线后实施，而完善后的国债承销缴款券款对付(DVP)方案将于今年4月底正式上线,该系统将大幅提高资金交易效率。此外，为了配合预发行制度的推出，相关配套措施将进一步修订完善。如国债招投标规则方面，国债承销团乙类成员中标数额较大的机构，财政部将考虑给予其适当追加投标的权利。
