外管局副局长称将采取多项措施完善QDII

    中国国家外汇管理局副局长李东荣表示，中国将采取多项措施，在银行、保险和基金领域完善合格境内机构投资者机制(QDII)。    

    这是中国为缓解国际收支不平衡矛盾、减轻人民币升值压力，同时为国内股市暴涨降温所做努力的一部分。    

    李东荣在中国央行主管的最新一期《中国货币市场》杂志上撰文指出，外管局将与有关政府部门积极合作，从扩大投资范围、增加QDII机构和完善法规等方面进一步完善QDII制度。

    其中，外管局将与中国银监会协商研究适当扩大商业银行代客境外理财的投资范围，与保监会协商扩大保险公司境外证券投资范围，允许其进行部分衍生品投资。    

    同时，外管局还将与中国证监会协商研究批准证券公司从事QDII业务，增加从事QDII业务的基金管理公司，扩大证券类机构开展QDII业务的范围。    

    此外，外管局还将尽快与保监会修订和实施保险资金境外投资管理办法，规范其境外证券投资。
