央行吴晓灵:中国将维护人民币汇率的正常波动幅度

    中国央行副行长吴晓灵表示，中国将维护人民币汇率的正常波动幅度，同时加强对跨国短期资本的监管。

    这显示，中国在进行汇率改革的同时，也对当前外资短期投机行为有所警惕。

    吴晓灵21日在东南亚金融危机十周年国际研讨会上表示，中国将根据国内外经济、金融形势，以市场供求为基础，参考篮子货币的汇率变动，维护人民币汇率的正常幅度，保持人民币汇率在合理、均衡水平上的基本稳定。

    她同时表示，要加强对跨国资本流动的监管，尤其是加强对短期资本的监管。过于僵化和缺乏灵活性的汇率制度，容易受到国际游资的冲击。而短期投机性资本的异常流动可能成为金融危机的导火索。外资大量流入造成的国内资产价格的快速上涨，是“不可持续”的。

    因此，她表示，对外资过度追逐国内资本“必须”保持警惕。应加强研究对对冲基金和跨国投资活动的监管方法。

    吴晓灵还表示，中国正在调整外汇管理制度，加强汇率形成的灵活性；正在清理奖出限入的外贸政策；正在提高利用外资的水平，努力完善资源价格形成机制；正在完善财税政策，促进扩大消费。各国应实行适合本国国情的汇率制度。
