人民币升值速度可加快 将经常账户顺差降到5%下

    中国国际金融有限公司首席经济学家哈继铭日前在接受本报记者采访时表示，人民币升值速度应该加快一点。希望能通过两年时间，基本上升值到经常账户的顺差可降到5%以下。

    他介绍，到目前为止，央行已尝试运用多种手段来控制货币增长。   

    比如，央行2004年-2006年主要采取对冲手段来冲销流动性。2006年之后，央行8次提高了存款准备金率，加息5次。由于外汇流入过多，尽管乘数下降了，但基础货币增速却大幅上升。

    哈继铭说：“为解决流动性过剩问题，央行需要在升值幅度和升值长度上作一个选择。升值幅度小，虽然对外贸和出口的影响比较小，但可能会延长升值的时间长度。而在这个时间区里还会不断有外汇储备增长、热钱流入等。这会对国内的流动性造成更大的压力，长此以往，不利于中国的资产稳定、价格稳定。”

    他指出，实行固定汇率将会使得中国的通货膨胀变得更高，因为经济学上认为汇率不动，就需要调整价格。我国目前实际汇率上升速度要快于名义汇率，这说明我国通胀速度要快于别国。所以，应该用汇率的手段来进行调整。要将升值速度加快，应通过两年时间，基本上升值到经常账户顺差可降到5%以下。今年这一顺差还可能会超过10%，甚至是12%。
