人民币名义汇率应一次性升值10%

    昨日，在上海社科院世界经济研究所举办的"金融开放与上海国际金融中心建设研讨会"上，上海交通大学教授潘英丽表示，在人民币汇率形成机制改革过程中，稳定物价的目标比稳定汇率的目标更加重要。她建议，人民币的名义汇率应该一次性升值10%，之后再通过调整工资、土地和资源价格等方式来实现实际汇率的变化，最终实现向均衡汇率水平的靠拢。

    潘英丽觉得，人民币现有的小步快升走势仍不理想。她认为，现有的汇率制度存在几大问题：首先是2005年汇改一次性升值2%的幅度不够，不但未能纠正被扭曲的人民币汇率，反而强化了市场对人民币升值的预期；其次人民币汇率仍然被严重低估，带来了产业机构的扭曲和国际收支不平衡，加剧了国内的通胀压力。长远来看，人民币快速升值利大于弊，因此政府需要有魄力和勇气加快推进汇率改革。
