欧盟设小额信贷基金促"小本生意"

    当地时间11月19日，欧盟委员会发布计划称其将设立专门机构并提供配套资金，鼓励欧洲发展中国家的小额信贷，以帮助小型公司及有意创业的失业者创立自己的“小本生意”。

    根据这项计划，一个欧盟层面上的新机构将负责为各成员国从事小额信贷业务的非银行机构提供专业指导和帮助，以使这些机构在发放贷款的过程中，进一步成为借款人的创业顾问。欧盟委员会认为，这是保证欧盟小额信贷业务取得实效的关键。

    与此同时，欧盟委员会还提议设立一个规模为1000万到1500万欧元的新基金，专为非银行小额信贷机构提供融资支持。新基金的资金将来自于欧洲投资银行及其他机构，其员工也将为小额信贷贷款商提供专业技术支持。

    此外，欧盟委员会还希望各成员国为发展小额信贷创造更加有利的法律和商业环境。

    欧盟委员会负责地区政策的委员达努塔·许布纳表示，小额信贷将成为帮助人们创业的有效途径，尤其是失业人群，可以通过小额信贷从事个体经营。在欧盟，小额信贷单笔金额一般低于2.5万欧元，通常针对那些雇用人数少于10人的小企业或因种种原因无法获得传统银行贷款的失业人群。

    据欧盟地区政策委员会预测，欧洲小额信贷的需求为61亿欧元左右。
