患者不用向医院直接付钱 而是向政府购买医疗保险

    在医疗改革方案即将确定的前夕，又突然“杀出”第7套方案。第7套方案正由北师大相关课题组赶制，将于5月20日前出台，与此前6套方案(原定于本月下旬提交)相比，其中的一些思路大相径庭

    “北师大版的医改方案应该说是一种低花费、高效率、保证人人享有基本卫生保健的方案。”相关专家透露，第7套方案主张政府作为医疗筹资的主体，代表患者成为强有力的谈判者，向医疗机构购买医疗服务。患者不需要向医疗机构直接付钱，而是向政府购买医疗保险，政府再依据参保人数购买医疗服务，有别于目前依据患者人数或病种及医疗项目的数量付费的方式

    第7套方案的特点：政府支付的固定医保“人头费”，决定了医疗机构只能靠固定的医保收入生存，医生们将自觉选择疗效最高、成本最低的治疗路径为患者提供医疗服务

    专家称，第7套方案总费用不需要此前卫生部医改课题组估计的2000多亿元，而只需1000多亿元卫生部副部长王陇德日前在北京大学塞瑟论坛上说，在医患关系方面，医疗服务改革的一个原则，就是坚持以病人为中心。而目前很多医院缺的就是在细节上体现以病人为中心。
