企业未缴纳保险禁从事加工贸易

    昨日，商务部产业司对外发布了《关于加强加工贸易管理有关问题的通知》。指出，今后企业不按规定给员工上保险的企业将不能开展加工贸易业务。    

    按照通知规定，加工贸易企业应按规定在当地劳动保障部门办理劳动用工备案手续，注重工人福利，遵守当地关于最低工资标准和缴纳社会保险的有关规定。对未按规定履行劳动用工手续，或员工工资未达到企业所在地最低工资标准，以及不符合企业所在地缴纳社会保险有关规定的，将不批准其开展加工贸易业务。    

    《通知》同时指出，环保和能耗水平不达标或出现环境责任事故的企业，以及使用列入淘汰类的落后生产工艺装备的企业，均禁止其开展加工贸易业务。    

    此外，加工贸易内销审批权限也将下放。根据通知，自7月1日起，加工贸易企业申请保税进口料件内销的，一律由原出具《加工贸易业务批准证》的商务主管部门负责按有关规定受理和审批。
