8%社保基金拟投资运营增值

    广东省第十次党代会代表、省劳动和社会保障厅厅长方潮贵透露，广东正在向国务院申请试点，将社保基金的8%拿来运营增值。

    方潮贵曾在不同场合多次表示，广东社保基金绝对安全。当日，他再次重申这一点：“社保基金由地税征缴，设立财政专户，由财政来管理。社保经办机构负责支付。2000年以来，广东的社保基金是安全的。”

    社保基金增值方式目前有两种，一是购买国债，另一种则是银行利息，然而增值有限。广东目前已进入老龄社会，如何支撑越来越庞大的取保压力，这是一个不能不面对的问题。

    对此，方潮贵表示，现在国务院正在进行个人账户试点，社保基金的8%属于个人账户，这笔钱是不能动用的。个人只有在退休后才能取保动用。可以把这笔钱进行投资运营，“在保证安全的前提下实现更快增值”。

    方潮贵告诉记者，目前全国已有八个省纳入该项试点，广东也在申请中。
