近3000亿保险资金将借QDII"出海"

    随着银行系QDII海外运行的范围不断扩大，来自保险系资金“试水”海外的要求也越来越迫切。近日，保监会相关部门出台《保险资金管理暂行办法》(草案)的征求意见稿，这是继去年底保监会出台《保险资金境外投资管理办法》后，第二部关于保险资金投资运行的文件。    

    保监会资金运用监管部主任孙建勇日前在法国兴业银行集团金融衍生工具论坛上表示，实行更加灵活有效的政策，最大限度地扩大保险机构的运作空间。业内人士分析，这也是保监会在保险资金借QDII“出海”的最新监管思路。    

    截至2006年底，保险业总资产达1.97万亿元，按照15%的投资比例计算，将有近3000亿元保险资金可以“出海”寻找投资渠道。目前保险QDII的对象仅限于在纽约、伦敦、法兰克福、东京、新加坡和中国香港证券交易所上市的中国企业股票。    

    孙建勇表示，保监会将根据中央政府批准的比例范围，在经外汇局同意后，审批也将放开。具体做法是给企业定一个投资比例，具体买股票还是债券还是组合产品，则完全根据市场，由企业自主选择。
