保监会: 交强险最终浮动尺度将会更加符合民意

    获罚容易获奖难，是大多数车主的意见，也受到了保监会的重视。袁力表示，在费率浮动的尺度把握等方面，保监会将认真听取并采纳社会公众的意见，使最终出台的办法更加科学合理，更加符合实际，更加符合民意。

    有人认为，交强险费率与交通事故挂钩可以理解，但与交通违章行为挂钩就不合理，尤其是像闯红灯常见的交通违章现象也纳入浮动范围明显不妥。“闯红灯违章的情况非常复杂，有时是电子装置的误差问题，有时是行人和前车违章引起的，有时是开车人不熟悉情况造成的，闯一次红灯交强险费率上幅10%的费率太苛刻。”

    袁力还介绍了上海车险费率浮动试点的情况。上海于2004年率先实行了保险费率与交通安全记录挂钩的费率浮动制度。实行三年来，因驾驶记录、事故记录良好，而享受费率优惠的机动车占51.03%，费率没有浮动的机动车占38.71%，其余10.26%的机动车因驾驶记录、事故记录比较差，提高了保险费率。也就是说，只有少部分驾驶记录和事故记录比较差的这些驾驶人员费率提高了。
