哈尔滨: 送子车从业者应为学生投保责任险

    为了规范“送子车”从业者的经营行为，确保学生的人身安全，哈尔滨市日前出台了《哈尔滨接送学生车管理暂行办法》，对“送子车”的车况、驾驶员、经营者及其法律责任作出具体规定，要求从业者应与学生家长签订规范的服务合同，并为乘车学生投保承运人责任险。

    据了解，过去哈尔滨市曾发生过数起“送子车”安全事故，都跟驾驶员的技术水平、安全意识及经营者的短期获利思想密切相关。由于家长与“送子车”大多未签订合同，事故发生后给理赔等工作带来巨大困难。此次出台的《哈尔滨接送学生车管理暂行办法》，要求“送子车”从业者应使用统一格式合同文本与被接送学生监护人签订接送合同，为乘车学生投保承运人责任险，定期对驾驶员进行安全培训。

    同时，规定学校和教育行政主管部门对学生负有道路交通安全教育的责任，并强化对“送子车”的管理，共同为学生撑起安全的“防护网”。
