中国存款保险将借鉴美国模式 双方下周签署备忘录

    美国联邦存款保险公司主席谢拉·贝尔近日表示，中国将建立的存款保险制度很可能借鉴美国模式，中美双方下周将就此签署相关备忘录。业内人士指出，这意味着，几乎关系到每个人生活的存款保险制度可能取得实质性进展。

    “目前《存款保险条例》的起草已经基本完成，正在征求意见阶段。实际上，在今年1月份金融工作会议之后，央行和银监会就已经牵头成立了存款保险制度专题小组”，业内人士透露。据了解，我国存款保险制度早在2003年就开始酝酿建立，2004年底曾完成《存款保险条例》的初稿，央行金融稳定局还专门成立存款保险。

    保险公司专家分析认为，今年6月1日开始实施的新破产法是进一步催生存款保险制度的重要原因。按照新破产法，商业银行、证券公司、保险公司等金融机构也可以提出重整或者破产清算的申请。

    据介绍，存款保险制度最早起源于1933年的美国。当时，在1929年-1932年的金融危机中，美国先后有9000多家商业银行倒闭，引致居民存款严重损失和其他一系列问题。1933年，美国通过《银行法》，据此设立了联邦存款保险公司。此后，全世界大多数国家先后建立自己的存款保险制度。
