劳动部部长田成平:中国将推进社会保险法立法进程

    中国劳动保障部部长田成平22日表示，社会保险法立法时机已经成熟，当前要进一步推进社会保险法立法进程。

    田成平在中国社会保障论坛上表示，经过多年探索，中国社会保障体系框架已基本形成，将被实践证明行之有效的政策措施上升为法律的时机已经成熟。

    国务院法制办副主任郜风涛在论坛上介绍说，目前正在制定的社会保险法将规范社会保险的不同险种、人员适用，以及基金的征收、管理、运营和监督等，将尽快提请人大审议。

    郜风涛指出，社会保险法立法将遵循以下原则：与中国经济社会发展水平相适应；立足当前，着眼长远，为改革留有余地；权利与义务相对应、公平与效率相结合、突出注重公平；立足国情与借鉴外国经验相结合。

    对目前难以作出明确具体规定的养老、医疗保险的具体模式、费率、统筹层次、待遇标准等，郜风涛透露，社会保险法可暂不作规定或只作原则规定，有关具体规定通过制定养老保险条例、医疗保险条例等加以解决。
