保监会发文规范保险营销管理

    针对目前保险营销工作存在的问题，中国保监会近日下发了《关于规范保险营销团队管理的通知》(下称《通知》)，对保险营销"增员"工作和薪酬制度等方面进行了统一的规范。

    在规范增员管理上，《通知》要求保险公司不得夸大误导佣金收入或者手续费收入；不得发布宣传保险营销人员佣金或者手续费的广告；不得以购买保险产品，交纳入司费用作为成为保险营销人员的必要条件。

    《通知》规定，保险公司应完善保险营销团队管理制度，具体为应明确被增员人员的标准、条件、培训方案、计划和业绩考核标准，不得仅以增员数量提供物质或者现金奖励；保险公司有关管理制度应明确保险营销人员可以只做业务，不增员和管理保险营销团队，且不得在计酬制度中有歧视性规定，等等。

    此外，《通知》还加强了对营销员的权益保障，明确保险公司应当提供给每个保险营销人员完整的计酬制度。保险公司修改计酬制度时，应当及时告知保险营销人员有关调整情况。

    数据显示，截止至今年上半年，我国保险营销员共有172.86万人。
