养老保险公司可在全国开展企业年金业务

    为改善保险公司在企业年金市场竞争中的环境，近日，保监会下发了《关于养老保险公司经营企业年金业务有关问题的通知》，允许养老保险公司在全国范围内开展企业年金业务。

    根据现行的《保险公司管理规定》，保险公司在其住所地以外的各省、自治区、直辖市开展业务，需要设立分公司。而此次《通知》专门明确，养老保险公司在经营企业年金业务时不适用上述规定。

    企业年金是我国多层次养老保险体系的第二支柱，指的是企业及其职工在依法参加基本养老保险的基础上自愿建立的补充养老保险，属于企业内部的一种薪酬福利计划。

    按照相关政策，国内的企业除了可自行成立年金理事会外，也可选择专业养老保险公司等法人受托机构作为受托人，建立信托型的企业年金计划。我国企业年金市场发展潜力巨大。截至目前，全国企业年金总规模约为1200亿元，2006年底其规模为910亿元。

    此前国内已开业的专业养老保险公司共有5家，包括平安养老、太平养老、中国人寿养老、长江养老、泰康养老，这些养老保险公司的总部主要集中在上海、北京等经济发达城市。
