保监会:企业年金受益人有投资选择权

    保监会昨日颁布了《保险公司养老保险业务管理办法》。该办法首次明确了企业年金受益人的投资选择权，同时也是第一部专门规范养老保险业务的“部门规章”。

    该办法规定，企业年金受益人有投资选择权的，保险公司应当在其选择投资方式前，以书面形式向其明确提示投资风险；在其达到国家规定退休年龄的前5年以内，保险公司不得向其推荐高风险投资组合，受益人自愿选择高风险投资组合的，保险公司应当制作独立的《高风险投资组合提示书》，明确提示投资风险。

    该办法强化了保险公司在养老保险产品设计和销售、个人账户管理等方面的责任，并要求保险公司加强信息和投资风险披露，防范业务经营中的误导行为，突出了对被保险人、受益人权益的保护。该办法还凸显了专业化经营理念，支持专业养老保险公司发展，明确提出了养老年金的概念，制定了养老保险公司经营管理的制度框架，并在金融行业率先对保险公司经办企业年金业务进行规范。
