周小川：推进存款保险制度建设

　　要推进存款保险制度建设,为小型金融机构创造公平竞争的环境。要综合运用数量、价格等多种货币政策工具,充分发挥再贷款、再贴现和差别准备金动态调整机制的引导作用,对中小金融机构继续实施较低的存款准备金率,盘活存量,用好增量,增加小微企业的信贷资金来源。稳步推进利率市场化改革,提高小微企业的信贷可获得性。(周小川央行行长)
