　　随着社会与经济的不断发展、市场经济体制的不断完善，我们现行的出租车市场管理机制弊端和危害越来越多地表现出来。

　　党的十八届三中全会提出，“使市场在资源配置中起决定性作用”。这为现有出租车行业管理体制改革创造了时机和条件。建议管理部门从管理前期的市场准入审批，转向后期的督查和服务，包括制定、督查有关出租车准入技术标准和从业标准，以公开、公平的市场竞争法则运营出租车市场，允许符合国家准入技术标准的出租车自由进入，自主经营，使出租车真正按市场需求而有序发展。
