切实增加中小企业获得感

　　增加中小企业的获得感，需要在进一步降低融资成本的同时，推出更大力度、更大规模、更精准有效的减税降费政策。税收获得感与进项税抵扣有关，需要简化中小企业进项税抵扣相关规定，让中小企业能够充分抵扣应扣进项税，或者是进一步研究科学设定小微企业所得税减半征收门槛，让更多小微企业享受到税收优惠。另外，在进一步降低制度性交易成本上，要进一步推进营商环境建设，打造有助于不同所有制经济公平竞争、共同发展的市场环境。
