传政策面发生微妙变化

    中国股市走到5000点的高位并继续迭创新高后，股市的政策面又开始发生微妙变化。

    第一个变化发生在8月20日。在股市收在4904.85点并觊觎5000点的时刻，国家外汇管理局批准进行内地居民直接投资海外证券市场的试点，首批试点选在天津滨海新区，投资对象是香港股票。由于香港H股与A股普遍存在着较大的折价，因此管理层这一措施分流A股市场资金的意图就十分明显。

    第二个变化发生在8月27日。国内媒体纷纷报道特别国债开始发行的消息。在这个消息中，最引人注目的是有2000亿元特别国债直接向市场发行，这与市场对特别国债发行方式的预期有很大的不同，必将会对市场的资金面产生一定影响。

    第三个变化发生在8月28日。市场纷纷传言，有关部门很是推崇某媒体前一天发表的文章：《不在泡沫中疯狂，就在泡沫中崩溃》，管理层对股市持续上涨的忧虑昭然若揭。

    三张牌或出或隐实际上打的都是同一张牌：不希望股市过快地大涨，也不希望股市过多地大跌。

    这种出牌方式与调节方式，显然与"5·30"有很大不同，体现了政府与管理层的良苦用心。但在分析人士看来，人为地干预市场的运行进程，无论采取何种方式都很难达到目的。
