    高速公路行业内部也存在深刻的制度变革动力。一旦新的《收费公路权益转让办法》出台，高速公路收费权将可在新的《办法》指导下转让，高速公路上市公司收购大股东优质路桥资产的外延式扩张值得期待。

    从盘面看，上周沪指一举突破5200点大关，热点板块的个股股价也纷纷创新高，高速公路板块的投资洼地效应开始显现。从市盈率角度看，高速公路板块几乎成为两市市盈率最低的板块，补涨要求十分迫切。
