公司债券市场推第一单 首支公司债明发行

    作为首支获准发行的公司债，总额为40亿元人民币的“07长电公司债”9月24日至9月26日向社会公开发行。本期公司债券的票面利率确定采用预交保证金的询价方式，并根据市场化询价结果，本期债券发行票面利率确定为5.35%。

    本期“07长电公司债”发行采取网上面向社会公众投资者公开发行和网下面向机构投资者协议发行相结合的方式。9月24日为网上认购时间，按“时间优先”的原则实时成交；9月24日至26日为网下认购时间，采取机构投资者与主承销商签订认购协议的形式进行。网上、网下预设的发行数量占本期公司债券发行总量的比例分别为10%(人民币4亿元)和90%(人民币36亿元)。长江电力和华泰证券将根据网上发行情况决定是否启动回拨机制。网上面向社会公众投资者公开发行和网下面向机构投资者协议发行相结合的发行方式，既符合债券发行的惯例，又兼顾了普通投资者的需求。发行方式比较新颖。

    长电公司债是中国公司债券市场正式推出的“第一单”，标志着公司债券正式登陆我国资本市场。
