历史遗留问题 有担保短融券再度现身

    短期融资券市场再现银行担保身影，深圳市能源集团有限公司即将发行的短期融资券由建行深圳分行提供担保。据了解，这属于“历史遗留问题”，而禁止银行提供担保的政策并没有松动。

    根据深圳市能源集团有限公司刊发的公告，其将于2月18日发行2008年第一期短期融资券，发行金额20亿元，期限365天，经联合资信评估有限公司综合评定，本期短期融资券信用等级为A-1级，公司长期信用等级为AA级。值得注意的是本期短期融资券由中国建设银行(601939)深圳分行提供本息全额连带责任担保。

    而银监会去年10月份曾发布通知要求银行停止对企业债券、公司债券等提供银行担保。但记者采访中发现，建行为本期融资券提供担保事宜在银监会发布担保禁令之前就已经敲定，属于历史遗留问题。这种情况与目前尚有一些有银行担保企业债券发行类似。

    去年，也曾有两只短期融资券附有银行担保，发行人的外部主体评级为A或A＋，在银行担保的“保护”下，发行利率接近AAA级水平，融资成本下降显著。而深能源的主体评级为AA，目前AAA与AA之间的利差接近1%，而担保费用要小于利差，因此发行人还是可以降低融资成本的。
