国务院首提要防止经济下滑 合理利用利率杠杆(图)

    严厉打击炒地炒房

    住房保障体系建设是今年国务院交给新成立的住房和城乡建设部的重要任务。《要点》要求，健全廉租住房制度，加大投入力度，加快廉租住房建设，增加房源供给，加强经济适用住房的建设和管理，积极解决城市低收入群众住房困难。增加中低价位、中小套型普通商品住房供应，建立多渠道投融资机制，通过多种途径帮助中等收入家庭解决住房问题。积极改善农民工居住条件。大力发展省地节能环保型住宅，增加中小套型住房用地供给。加强农村住房建设规划和管理，切实解决农村困难群众住房安全问题。

    《要点》强调，要完善住房公积金制度，依法加强住房公积金的监督管理。加强对房地产市场的调控和监管，规范和维护市场秩序，严格房地产企业市场准入和退出条件。要依法查处闲置囤积土地、房源问题，严厉打击炒地炒房等违法违规行为。

    同时，《要点》明确将继续控制固定投资规模，严把土地、信贷闸门和市场准入标准，加强和规范新开工项目管理，严格执行项目新开工条件。坚持最严格的耕地保护制度。从严控制新增建设用地特别是工业用地，今年土地利用计划总规模控制在去年水平。
