完善做市商激励约束机制

    中国银行间市场交易商协会昨日公布的《银行间债券市场做市商工作指引》指出，交易商协会将定期对做市商进行评价，并依据做市商年度评价结果向主要发债主体推荐，为优秀做市商向有关监管部门争取优惠措施。

    《指引》旨在促进银行间债券市场做市业务规范，完善做市商激励约束机制，充分发挥债券市场做市商作用。《指引》明确，对做市商评价指标体系主要包括：做市商是否遵循《全国银行间债券市场做市商管理规定》；在被评价期间对各待偿期限债券双边报价价差；在被评价期间的报价总量情况；在被评价期间的做市成交笔数和成交总量情况及提交季度报告的及时性和质量等情况。

    《指引》指出，交易商协会每季度按照评价指标体系计算做市商上一季度的评价得分，确定做市商季度排名并向市场公布；每年年初公布做市商年度评价结果。
