上半年我国社保基金收益率达15.2%

    全国社会保障基金理事会副理事长王忠民22日透露，截至今年6月底，全国社保基金规模按市值计算已经超过4000亿元。

    王忠民在中国社会保障论坛上透露，全国社保基金建立以来，按时间加权计算，累计年均实现收益率3.89%，累计年均经营收益率6.88%，分别是同期年均通胀率的2.84倍和5.02倍。

    今年上半年，全国社保基金实现收益率15.2%，经营收益率达21.01%。截至6月底，全国社保基金按时间加权计算，累计经营收益1479亿多元。

    据王忠民介绍，全国社保基金理事会恪守"安全至上、注重效益"的投资原则，始终坚持长期投资和价值投资理念，形成了积极稳健的投资风格。基金收益率逐年提高，收益额逐年增加。

    尽管全国社保基金规模已经超过4000亿元，王忠民认为，相对于13亿人口来说，仍然是不够的。如果全国社保基金能达到2万亿元的规模，年收益率保持在5%以上，每年就可以有1000亿元的流量收益，就可以在不动本金的前提下弥补社会保障的动态需求。

    王忠民表示，全国社保基金有信心、有能力进一步提高盈利能力，更好地实现保值增值目标。

    全国社保基金主要用于弥补今后人口老龄化高峰时期的社会保障需求。自2000年8月份建立以来，得到了长足的发展。
