杭州市:农民工大病住院医疗保险年内出台

    “去年，是杭州市出台社会保障政策最多的一年。今年，杭州市还将出台农民养老保险和农民工大病住院基本医疗保险方面的政策。”昨天，在杭州市劳动和社会保障工作会议上，杭州市劳动和社会保障局局长张建华说，这些政策实施后，杭州市将实现基本养老保险和基本医疗保险政策的全覆盖。

    据了解，去年一年，杭州市制定了农民工基本养老保险“双低”试行办法、企业在职人员门诊医疗费社会统筹暂行办法、城镇老年居民生活保障办法、城镇老年居民大病住院基本医疗保险试行办法、少年儿童大病住院基本医疗保险试行办法和职工生育保险办法。

    目前，杭州市农民养老保险实施办法和杭州市农民工大病住院基本医疗保险暂行办法正在拟定之中，将在年内出台。

    另外，今年杭州市社会保险扩面工作的目标是：企业职工基本养老保险参保人数净增11.5万人，基本医疗保险参保人数净增12万人，失业保险参保人数净增9万人，工伤保险参保的净增人数最多，达到了50万。

    同时，杭州市今年将培训高技能人才1.1万人，完善高技能人才评价机制，开展企业内高技能人才评价试点工作。健全技能人才表彰奖励机制，完善职业技能带头人制度。

    “杭州市对优秀技术工人的奖励力度将会更大。”张建华说。
