劳动和社会保障部:企业年金管理人队伍即将扩容

    劳动和社会保障部办公厅副主任尹成基昨日表示，根据市场发展需要，劳动保障部将开展企业年金第二批管理机构资格认定工作，以增加现有年金管理机构数量。

    尹成基是在劳动保障部例行新闻发布会上作上述表示的。

    截至2006年底，我国企业年金规模达到910亿元。其中，158亿已经移交有管理资格的机构实行市场化方式管理，剩下的700余亿将在年底前实现移交，完成向市场化管理运营的转型。

    显然，目前的管理机构数量仍不够。现有的管理机构是2005年8月认定的，共37家，包括5家法人受托机构、11家账户管理人、6家托管人和15家投资管理人。

    据了解，机构承接运营企业年金最重要的“硬件”就是拥有企业年金基金管理机构资格，而不论内资机构还是外资机构。

    尹成基还表示，在企业年金的管理方面，下一步将针对市场需求的变化，研究、规范、配套出台一些相应制度。“比如制定企业年金集合计划，让几十家规模比较小的用人单位成立一个联合组织，委托规模比较大的投资机构进行管理。再有就是细化企业年金的领取、申领办法。同时完善对年金的监管规则。”
