保监局:表示交强险2006年亏损

    “上海的交强险2006年是亏损的。”

    面对越来越多的关于交强险“暴利”的争论，4月27日，上海保监局的人士在该局一季度新闻通气会上表示。

    根据上海保监局的数据，一季度上海的财产保险业务中，车险增长明显。“一季度车险原保险保费17.18亿元，同比增长24.05%，比财产保险公司整体业务增长速度高出11个百分点。”

    其中，交强险一季度原保费收入4.24亿元，“上海地区共计承保交强险40.92万份，其中，费率下浮的保单16.66万份，占40.70%；费率上浮的保单6.14万份，占15%；费率不变的保单18.1万份，占44.3%”。

    不过，上海保监局并没有提供交强险的一季度简单赔付率。

    对于交强险暴利的问题，上海保监局的人士提醒，“不能因为一个地区，或者某个公司的数据就认为交强险是暴利。”

    同时，因为保险产品的理赔有滞后性，所以也不能根据所谓简单赔付较低就认为交强险可能存在暴利。

    上海保监局的人士透露，实际上，去年上海的交强险是亏损的。

    一位财产保险公司的董事长认为，从行业看，交强险整体是略亏的。同时，由于监管部门对于交强险的手续费的监管相当严格，上限只有4%，甚至出现了相当部分公司用商业险的手续费补交强险的情况。如果这一部分完全计入交强险，那么交强险的亏损可能更为严重。“交强险的价格、手续费和理赔服务是监管部门监管的三个重要环节。”上海保监局的人士称。
