成都:拖欠工资社保 事业单位不准进行新投资

    凡拖欠职工工资、社会保险资金的事业单位，一律不得进行新的投资！昨日记者获悉，成都市国资委日前出台《成都市市属事业单位办企业及其相关投资管理暂行办法》，规范市属事业单位对外兴办企业等投资行为，防范投资风险。

    据悉，事业单位若要对外投资兴办企业，应当进行可行性论证并提出申请，经成都市主管部门审核同意后，报市国资委审批。《办法》严禁事业单位以财政性资金、银行贷款、职工专用资金和专项资金等各种非事业单位自有资金从事委托理财、期货投资以及购买股票、基金和债券；严禁对资不抵债、扭亏无望的全资、控股企业增加投资或划转股权；凡拖欠职工工资、社会保险资金的事业单位，一律不得进行新的投资。
