劳动保障部:我国应当尽快实现社保基金的全国统筹

   尽管劳动保障部日前表示，要力争用两年的时间在全国基本实现养老保险省级统筹，但是中国社科院社会法研究室副主任刘翠霄仍然认为，“实行社会保险全国统筹是必须尽快解决的问题”。

    昨天刘翠霄在其博客上撰文指出，目前我国社会保险统筹层次较低。国际上建立社保制度的国家，几乎都实行全国统筹，惟有我国实行的是县级统筹。我国有2000多个县，与此相应的就有2000多个统筹单位和管理主体。在这样的体制下，中央政府的监管部门离基金实际统筹单位过远，不仅难以将所有的社会保险费筹集在一个统一的管理者手中进行适时的调剂，而且社会保险基金风险比实行全国统筹的国家高。
