反腐倡廉须注重加强预防 保监会着力构建惩防体系

    中国保监会纪委日前组织召开了保监会系统构建惩防体系研讨会，保监会纪委书记陈新权在会上表示，反腐倡廉必须更注重加强预防，构建惩防体系的实质是解决有效预防的问题。

    陈新权强调，预防腐败的核心是规范权力运行，“不受约束的权力，极易导致腐败。预防腐败重在规范权力。规范权力要把重点放在人权、财权等重要方面。要进一步健全用人机制和授权机制；要进一步科学配置权力、明确权力界限；要进一步完善运用权力的规则和程序。”
