    公司此次增发拟以全部长江运输资产与控股股东全部海上运输资产进行置换。增发完成后，公司主营业务将集中于海上运输，公司控制的海上石油运力将从目前的38.8万吨扩大到140万吨，2010年扩大到502万吨，快速增长的运力为公司未来业绩增长带来巨大潜力。

    国内经济增长对原油进口的需求日益增大，预计我国原油进口量到2010年将达到2亿吨，同时由中国运输企业承担的原油进口比例将提高到2010年的50%，油运公司业务量增长有一定的保障。公司相对此进行的运力扩张保障了公司未来油运业务的增长。

    公司实际控制人中国长江航运(集团)总公司已与中国石油化工股份有限公司签订中国进口原油长期运输合作协议。协议有效期内，中国石化(爱股,行情,资讯)提供的进口原油运输量可保障公司新增运力50%以上的业务量；协议同时确定了限定市场运价波动的调节机制。这将有助于公司获得长期稳定货源，规避VLCC运输市场运价大幅波动的风险。

    预计公司2007-2008年公司EPS分别为0.41元和0.64元，动态市盈率为56倍和36倍，目前股价处于相对合理区间。考虑到公司未来的高成长预期，以及航运业央企整合的预期，给予公司评级：未来六个月内，跑赢大市。(上海证券)
