中小企业集合发债国内创新 破译集合发债模式

    统一担保、评级

    但是，想要如愿发行集合债券并被资本市场所认可，还需要采取一些降低风险、提升信用等级的措施。

    中关村担保在此方面发挥了非常重要的作用，它同意为“07中关村债”的发行提供统一担保。同时，在中关村担保的筹划下，该债券的发行也得到了国家开发银行的支持。国开行授权其下属营业部，为“07中关村债”提供再担保。

    联合资信评估有限公司(以下简称“联合资信”)对该集合债券给予了“AAA”的信用评级，评级展望为“稳定”。

    联合资信认为：“07中关村债”得到了中关村科技园区管委会的积极倡导与大力推动，各发行人均是中关村科技园区中小企业的优秀企业代表，并且有中关村担保作组织者、管理者，为担保人提供全额连带责任保证，再加上国开行作再担保人，债券的偿还风险被大大降低了。

    相比联合资信对“07中关村债”四家发行企业单独做的评级——和利时、北斗星通两家为A+，神州数码为A，有研亿金为A-——“07中关村债”的信用评级结果确实高出不少。
