香港证监会副总裁孙杰:应允许基金业者购买股票

    香港证监会中国事务资深副总裁孙杰昨日在此间表示，应该适时考虑基金公司股权激励机制，并研究允许基金从业人员购买并长期持有上市公司股票。

    他指出，中国成功的走出了一条适合国情的基金发展道路，主要是做到了三点：市场驱动，政府引导；建立了完善的法规体系；建立了与市场发展阶段相适应的基金公司市场主体和骨干企业。中国需要一个与经济体相适应的资产管理行业，为此需要不断完善监管体制，培养受托人义务文化，完善人力资本管理。

    谈到人力资本问题，他表示，人力资本是公司资产的重要组成部分，是公司管理的核心内容之一。应该适时考虑基金公司股权激励机制，并探讨允许基金从业人员购买并长期持有上市公司股票，另外还要扩大人力资本的来源范围。

    孙杰还指出，在“一国两制”和金融全球化条件下，内地与香港资产管理行业应相互补足，建立一个资产管理集群，提高国际竞争地位。
