上海明年建立社保基金信息披露制度 接受公众监督

    在26日举行的上海市政府新闻发布会上，上海市劳动和社会保障局副局长鲍淡如表示，备受关注的上海社保基金目前已通过财政专户管理收支，明年还将建立社保基金的信息披露制度，接受公众监督。

    鲍淡如说，信息披露的具体内容，包括基金的年收入是多少、总支出是多少、收入来源中单位和个人缴费各占多少、财政补贴有多少等。

    据介绍，目前上海各项社保基金已全部通过财政专户进行管理。社会保险费不再从收入账户直接支出，而必须全部转入财政专户，支出时须经依法申请才可转账。同时，上海社会保障监督委员会将在社保基金的征缴、管理、运营、支出各个环节加强监督。

    鲍淡如表示，国家在1999年规定，养老、医疗、失业、工伤、生育这五项社会保险基金不允许投资运营，在有节余时，保值方式只有存银行、买国债两种。上海也正按照这一规定执行，目前没有提取资金用于投资。在社保基金之外，上海的企业年金也正按照国家规定进行市场化运营。
