养老保险应与企业登记年检挂钩

    3月15日，浙江团代表沈爱琴建议，使企业足额按时缴纳养老保险与注册登记、年检挂上钩，以促进解决企业职工的后顾之忧。

    沈爱琴建议，组织起草或修订相关法律、法规，明确规定各有关部门齐抓共管企业养老保险工作，如企业到工商部门办理注册登记、年检等手续时，必须先办理参加基本养老保险手续。未参加基本养老保险或不按时足额缴纳基本养老保险费的企业，工商管理部门应拒绝注册登记或年检，税务部门不提供发票等。而且，要研究制定个体工商户、灵活就业人员交费和基本养老金计算办法等政策。对少报漏报职工收入，隐瞒缴费基数的，一经发现严肃处理。特别要稽核那些实际已在企业就业，应按企业职工的缴费基数和比例(企业20%，个人8%)缴费，但企业不签订劳动合同，而由职工本人按自由职业的缴费基数和比例(20%)缴费的现象。
