保险中介系列法规年内出台

    保监会主席助理陈文辉日前表示，上半年将出台新修订的《保险代理机构管理规定》、《保险经纪机构管理规定》和《保险公估机构管理规定》，下半年正式发布修订后《保险兼业代理机构管理办法》。

    此外，保监会支持保险中介机构探索建立保险中介集团，支持中介机构市场化重组与并购。

    他是在2007年保险中介系统监管会议上透露的。他表示，2006年，全国保险公司通过保险中介渠道实现的保费约占全国总保费收入的五分之四，保险中介已经成为了保险产品销售的主力军。截至去年底，全国共有保险专业中介机构2110家，保险营销员155.8万人，保险兼业代理机构14.1万家。全年保险公司通过保险中介渠道实现的保费收入4477.51亿元，占全国总保费收入的79.37%。

    陈文辉表示，今年的工作重点有：支持和鼓励有条件的专业中介机构建立全国性销售和服务网络。支持保险中介机构探索建立保险中介集团，支持中介机构市场化重组与并购。建立保险中介市场化的价格机制，引导保险中介逐步建立相关服务标准，促进中介服务优质优价。

    他最后指出，当前中介市场还处于发展初期，代理机构的诚信、经纪机构的专业、公估机构的公正、人才队伍建设等均需要长期关注的问题。保险中介市场秩序有待进一步规范。
