    中成股份与塞舌尔共和国公共事业公司签订了总价为196.581百万元人民币的33KV基础电网改扩建项目合同。该工程合同内容包括在输电线沿线新建或改建33/11KV变电站，其中新建8座变电站，改建3座变电站。项目资金由塞方自筹。

    合同工期为自合同规定的开工日期后的30个月以内。合同生效条件为正式签署合同且在合同签订后180天内，公司收到来自业主的合同总价30%预付款。

    该项目的签订将为公司2008-2010年带来收入与利润。我们认为公司业务的获得是公司对潜在项目长期跟踪的结果，在公司重点发展成套设备进出口业务思路指引下，公司资源逐步向承套设备出口业务集中，使公司潜在跟踪项目转化为现实业务的机率在逐步加大。

    公司项目收入确认主要依据施工进度，并考虑对方付款方式。此次公司新签合同不在我们预期之内，故此调整公司的盈利预测，预计公司2007-2009年净利润分别1.06、1.45、1.83亿，分别同比增长119.1%、36.6、26.3%，对应每股收益为0.358、0.489、0.617元。给予2008年35倍市盈率，目标价为17.1元。

    同时我们也提请投资者注意，鉴于国际工程项目周期一般较长，且合同尚未正式生效，合同仍存在一定风险及不确定性。(来源：国金证券)
